非洲开发银行集团亚洲外部代表处（SNAR）于2012年10月在日本东京成立，是非洲地区之外第一个代表处。主要负责中国、日本、韩国和印度四个亚洲地区成员国家的相关业务，主要业务范围包括：强化与亚洲地区官方和民间的合作关系与对话交流；构建推动对非投资、非洲商业振兴的创新模式与方法；通过与非洲大陆投资、商业环境相关的信息传播，对非洲开发银行10年长期战略以及五个优先课题（High 5s）做出贡献。
